Frances Foltz, Ministry Developer


Frances was born and raised in Gettysburg, Pennsylvania. She attended St. James Lutheran Church in Gettysburg where her father was a co-pastor for 35 years. She enjoyed an active family and youth ministry at that church.

Frances earned a B.A. from Muhlenberg College and a J.D. from Cornell Law School. During college, Frances was a counselor and then the assistant director at Camp Nawakwa, a Lutheran camp in Pennsylvania. During Law school, Frances was a Senior High Sunday School teacher and Youth Director for Ithaca Lutheran Church (now known as St. Luke’s) with a long-time friend, Heath Gamache.

While she practiced law, she also was a co-youth director at St. James Lutheran in Gettysburg, Pennsylvania with her husband, Pastor Dave. Frances became a full-time mom after the birth of their second child. However, she continued to organize church events, Confirmation programs, work at church camp and teach Sunday School as a volunteer. Frances enjoys the creative process of putting programs together. She looks forward to providing support for the many leaders at Good Shepherd, in current and new ministry opportunities.
